The most accepted interpretation of the Fleur-de-Lis symbol is what the three individual component parts of the Fleur-de-Lis symbolise (royalty, divinity and nobility).

You can also personally see the incredible abundance of the Fleur-de-Lis symbol in Westminster Abbey that was concentrated in the year 1061; the symbol is embedded into the very architecture and valted ceilings and clearly visible on the numerous tombs of royalty and nobility.

However, even to this day historians and scholars cannot agree on who, where and when the Fleur-de-Lis was first created, and this remains a great mystery, with examples of the Fleur-de Lis appearing over 2000 years ago.
